Volume with best art?

All of them have really good art. Honestly, you are best off reading the manga digitally and then picking your favorite volume from there. You can even read it legally with a Shonen Jump subscription. You will get to experience the real story and see the art in context.

If you really insist, then I'd consider volume 1, 7, 11, or 14.

I sincerely recommend you buy them all volumes and just watch the first two seasons of the anime, forget about that adaptation of Tokyo Ghoul:re

Aside from that, volumes 7 and 14 have great art. Also, don't watch the anime. It diverges from the storyline of the manga and was very negatively recieved. But the music and ost's are amazing.
